Near the docks every few buildings seems to have been converted into a tavern with at least a second floor common room for a dozen sailors or so looking for cheap boarding between jobs. Further into the old town district of Etonia, stately buildings house well-established inns and tap rooms. It is not uncommon to find a few rooms in farm houses near the city being rented out as well.
Any aspiring brewer or tavern owner just needs a room, a few tables, and the swill of their choice to claim they are a tavern. Demand from annual festivals drives the launch of a few new locations every year. The Merchant's Guild operates more as an association than a traditional guild. Any business is free to join the group and participate in events by simply providing their name. The most enforced rule of the guild is limiting ownership to one location. This backdrop has produced a large collection of small taverns and inns at a wide variety of quality.
Public stables, bath houses, and warehouses in the city make operating a Tavern or Inn even simpler. Some double as small shops but all have their collection of recipes and regulars. Lists of vacancy can be found in most of the town intersections. This is one of the services provided by the Merchant Guild. Peformance sheets are printed, posted, and distributed by the Heralds Guild for Taverns that host entertainment.
